In general your submit is correct, I just have one question; any idea why it just ships static library? It really should not do so.

I'm afraid I can't say. I couldn't find anything that requires zsync-devel. I can remove it if desired.

Yes please, it does not make sense to install this header/static libs if nothing uses it.
