If you ask two people from SUSE, you will get at least 3 answers for which versions should be maintained.
As SLE12 is currently building, I prefer not to break it.
Thus making spec file more complex. This is devel project for openSUSE:Factory, so Factory is only thing that matters
Personally, I don't care about anything but TW/Leap 15.{1,2}.
Last time I asked about the wanted target project set, I got shot by several of your very colleagues even for even doubting a use case for SLE11SP4 build compatibility, not even SLE12.
The fact Publishing has enabled SLE12SP4 hints all included packages should (try to) build for it.
xmlto is a build dependency for many packages.

Given comments from sr#753138 I have revert all the changes for time being
