I usually do that in the second step once the new package exists.
If one does the rename from iptraf.spec to iptraf-ng.spec in the old package (iptraf) before the submit to iptraf-ng, one has to consider that, if no one responds to the sr, that the old package gets (auto-)submitted to factory and then rejected.
