This is quite overkill, why not provide just the python_module line and not bother with common develpkg.
No, it is not.
The common package contains the data (header), which are not version specific. No need to duplicate these.
The python3-pytbind11-devel package pulls in python3-devel and the common package (likewise for python2/python-devel).
