Nothing to fix in fftw3 itself, this is a hpc tooling problem showing up since the update to GCC 10. For example, see similar build failures for the hdf5 package in openSUSE:Factory for the same mpi flavours (mpich and mvapich2). This needs to be fixed elsewhere.
