Note: procps-lang conflicts with man-pages-<language> since sr#868776. That's probably why --with-man wasn't used before
Nope, it simply was not used as the older versions of procps (and procps-ng) hadn't a complete set of manual pages

sr#868776 doesn't introduce the file conflict, the conflict has been introduced by update to 3.3.17.
%find_langjust lists translations, it doesn't install anything.--with-manjust tells%find_langto also list man translations, it doesn't install them.--with-manwasn't used before 3.3.17 because man pages translation were not installed automatically bymake installbefore 3.3.17, so it was useless.See boo#1182517. Basically sr#870968 was supposed to prevent the issue but it didn't make it on time and it's still stuck in legal review.
