Also this seems to be just for virt-containers-meta, not sure if it should be a new package.

We need this meta information for our containers during build time. Kubevirt and CDI provide >10 container packages and we maintain them in several projects. This meta file allows us to have a single devel repo with generic template Dockerfile and then we simply linkpac it to other projects (project-specific tags are then taken from this meta file). AFAIK there is no other way of providing build-time dependency to a container package apart from using an OBS service. Any suggestion how to manage that?

I don't know a better way, so I'd say add a LICENSE and it should be ok. Remember to do

%license LICENSE

in the %files section.
