- add fallback for filesystems without renameat2
This change makes it succeed successfully on my system, which has a ZFS rootfs (so no renameat2).

I think there are clear reasons accepting this submission would be an unsafe proposition
same issue on NFS https://build.opensuse.org/request/show/896791
I don't mind an unsafe fallback. Would do it in the shell script though
upon 2nd thought that would require more effort as mv gets moved around when /bin is processed.
