The changelog (the update of *.changes file) is missing. Please add a proper changelog, not only a comment in OBS SR.

And about the change: I don't think /usr/lib/environment.d/*.conf is the right place. I suppose you're setting environment variables, right? Then those have to be set in /etc/profile.d/*.sh file instead.
