To my knowledge, s390-tools doesn't depend on anything from kernel-default-base. /boot/image-*-zfcpdump is a symbolic link to /usr/lib/modules/*-zfcpdump/image. So, neither of these changes are necessary.

@markkp s390-tools are failing for zsystems at the moment, because of a conflict. kernel-default-base is required.
I modified the OBS project config to prefer kernel-default and it's building now.
It is failing now with: install: cannot stat '/boot/image-*-zfcpdump': No such file or directory
The solution is integrated in this SR.
