How should that be handled on a non-UsrMerged system?

You can do something like:

%{_sbindir}/installkernel
%if !0%{?usrmerged}
/sbin/installkernel
%endif

Or better yet: make the consumers look in /usr/sbin as this seems to be something new

It's not something new. /sbin/installkernel has existed for ages but was historically included in the mkinitrd and, more recently, dracut packages.
