- convert the conflicts to recommends as we now have a working
krita-plugin-gmic package again

- Actually install the devel files as we need them for gmic

Requires: cmake(KF5CoreAddons) is incorrect, these headers don't need it. They need cmake(Qt5Core) however

author source maintainer

the Krita plugin in Gmic needs it. and i think it made sense to make the BR in gmic as simple as possible

It's already too late to worry about that :)
