Hi,
1) It seems that this version requires Erlang 22 or newer. Could you please add BuildRequires: erlang >= 22?
2) I suppose we still won't be able to use rebar3 inside OBS because it cannot work off-line. What do you think about it?

Hi! You are right, I superseded the request. No doesn't look like we can use rebar3 inside obs yet.
But I think we should bring rebar3 (and more erlang packages) to Factory so that users can easily install this :-) I got an interest in Erlang recently! So I'll try to check more packages and can help with submissions and maintenance if needed.
