Flannel was removed from cni-plugins and thus we need this new package to still
have it available. I am not sure about the final location of the binary though.

I have actually installed this beside a k3s on a VM and it seems to fix the problems about the missing flannel CNI plugin.

Only one %setup should be necessary, please also use %autosetup instead

I don't think it really needs go 1.18, can you decrease that?
