bsc#1190853 seems to be a generic bug to to fix a vulnerability in libressl which already was addressed in openSUSE:Factory
Since libressl doesn't exist in openSUSE:Backports:SLE-15-SP4 I currently don't see any need to introduce it as new package in openSUSE:Backports:SLE-15-SP4:Update

is there are specific need to add libressl to Leap / PackageHub? It was not there yet.
Well, this is highly unusual, now that you mentioned it. It has been in SUSE products since 13.2, and the bug was filed for 15.3, but I can't find it in zypper either.
