Run ASP.NET Pages on Unix with Apache and Mono

Edit Package apache2-mod_mono

mod_mono is a module that interfaces Apache with Mono and allows
running ASP.NET pages on Unix and Unix-like systems. To load the module
into Apache, run the command "a2enmod mono" as root.

- removing %apache_test_* macros, do not test module just by
  loading the module

- buildrequire apr-util-devel instead of libapr-util1-devel

- use rpm macros (apache-rpm-macros needed)
- test package with %apache_test_module_load

- Changed xsp dependency version because it was bogus

- fix rpmlint warnings
- use the official tarball

- Update to version 3.12
  + ChangeLog/News files have not been updated
- Remove pache2-mod_mono-apache24.patch; merged on upstream release
- Use download Url as source
- Cleanup specfile

- Add apache2-mod_mono-apache24.patch: Fix build with Apache 2.4
- Add libtool BuildRequires and call to autoreconf, as above patch
  touches the build system.

- Remove redundant tags/sections from specfile
- Use %_smp_mflags for parallel build

- Disable quiet build

- Update to 2.10
