This is a dependency for new openal and openal is dependency of pipewire. So, not having baselibs here (and not building 32bit version in Factory) breaks pipewire when compiled against new openal. And _scmsync.obsinfo breaks branching (with "Cannot branch a package with <scmsync> set.") that could have been used as workaround.
