Library providing the FAM File Alteration Monitor API

This C library provides an API and ABI compatible file alteration
monitor mechanism compatible with FAM but not dependent on a system wide
daemon.
Needed to build strigi on Tumbleweed, as it was dropped in Feb 2025.
Only actually used by strigidaemon though which is irrelevant for KDE4...
Maybe build strigi without (has inotify support too anyway)?
