Netscape Portable Runtime
NSPR provides platform independence for non-GUI operating system
facilities. These facilities include threads, thread synchronization,
normal file and network I/O, interval timing and calendar time, basic
memory management (malloc and free), and shared library linking.

- update to version 4.9 RTM - added testsuite in %check - some spec file cleanup - override the build time detection and use the last change time instead to incorporate into the build
