This update for icewm, icewm-theme-branding fixes the following issues:

Changes in icewm:
- Explicitly require icewm-theme-branding on SLE and Leap. (jsc#SLE-11888, bsc#1170420).
- Add Conflicts between icewm-config-upstream and icewm-theme-branding.
- Improve build tag consistency between SLE and Leap. (jsc#SLE-11888, bsc#1170420).
* Recommend polkit-gnome to both Leap and SLE.

Changes in icewm-theme-branding:
- Improve build tag consistency between SLE and Leap. (jsc#SLE-11888, bsc#1170420).
* Build the branding package separately for openSUSE and SLE,
like most of other branding packages did.
- Fix the "zypper dup" issue on Leap by explicitly obsoleting icewm-config-upstream. (bsc#1170420)
