sane-backends: fix udev rules for normal users accessing SCSI scanners
Fixed udev rules for SCSI scanners in
/etc/udev/rules.d/55-libsane.rules (for SCSI scanners using
"ATTRS" is mandatory therein) so that normal users who are
logged in directly at the local machine can access SCSI
scanners (see openSUSE Bugzilla bnc#681146).

udev rules for SCSI-scanners do no longer match. Users cannot scan, only root can do that.
