This update for vkd3d fixes the following issues:

This update ships vkd3d to openSUSE Leap 15.1, for use by Wine.

- ininital vkd3d library, Direct3D 12 to Vulkan translation library
- updated to 1.1
- Initial support for placed resources.
- MoltenVK support.
- Support for geometry shaders.
- updated baselibs requires to allow better wine 32bit dependencies (boo#1172310)

We also updated spirv-tools and spirv-headers.
