Recommended update for irqbalance

This update for irqbalance fixes the following issues:

- Correctly detect the NUMA node of non-PCI devices. (bsc#1156315, bsc#1183157)
- Fix ambiguous parsing of *node* entries in `/sys`. (bsc#1156315, bsc#1182254)
Due to a bug in irqbalance's parsing of `/sys/devices/system/cpu/cpu*/node*` entries, all CPUs were considered to
be on NUMA node 0.

This update was imported from the SUSE:SLE-15-SP2:Update update project.
