Recommended update for fonts-config

This update for fonts-config fixes the following issues:

- Many font rendering fixes, specially for Chinese. (bsc#1101985)
- Use noun phrasing and user-independent wording.
- Support colorored emojis.
- Modern fonts for symbols.
- Add configurations for Noto Sans/Serif CJK.
- Do not create fonts.dir and fonts.scale in encodings directory. (bsc#1106850)
- Replace references to /var/adm/fillup-templates with new %_fillupdir macro.

- Comma and the rest of family string is ignored while translating preference lists from
sysconfig to fontconfig snippets. (bsc#998300)
