This will pull this module to the update (in released distribution)
when apache maintainer thinks it is good (due api/abi changes).

- rename module file mod_diagnostics.so to mod_diagnostic_filter.so,
so it matches the internal module name (since we require that
they are the same, so the proper LoadModule statement is
generated)
