1. Fix support for wx2.8 and wx3.0

4. Animated tiles turned-off by default until img sequences touched up

- copy .tms_config_master to ~/.tms_config if the file does not
exist already. Thanks to Kirill for the bugreport.
- switch from noarch to arch dependent package again, as the binary
searches on the wrong place otherwise

- update to 0.7.12:
++ /var/games/TuxMathScrabble/.tws_config_master is the new
master config, copied to $HOME/.tws_config on the first run
++ Bugfix @TuxWordSmith/environment.py to avoid ambiguity of
having 2 nested TuxWordSmith directories
++ Correction to path for installed version
++ CPU activity capped
++ All languages included in one download variant
++ The wxGTK (aka wxPython, wxWidgets, etc) GUI toolkit is now
merely an option, and no longer required
++ the application now accepts 3 command line options: -help,
-wx and -d <dictionary>
- use tuxwordsmith.sh move the old config to the new location
silently
- change package group to Amusements/Games/Other
- recompile the source (optimized)
- small specfile cleanup

- fix os-edu#15: TuxWordSmith: Unable to start
=> TuxWordSmith-0.6.7-use-localdir.patch
TuxWordSmith stores it's config in ~/.config/TuxWordSmith/config
now and uses the global config only if now local config avail.
- fix pathname for asb.gif in config
