- adjust Provides and Obsoletes in order to let update alternatives
work correctly and to allow to install multiple hiera versions

- rubygem-hiera-1 is now the new package for hiera version 1.2.x.
The initial package (rubygem-hiera) was updated to hiera 3.2.2
[fate#321116]

- during the migration to the new spec file format the source
entries for the man page and hiera.yml got lost. add them back
and also install the files.
