File README.SUSE of Package openct

If you install openct, it is activated by default for all supported
smart card readers.

If you want to keep openct installed but inactive, you have to do:

1) Disable openct in YaST Runlevel Editor

2) copy openct-disable.fdi to /etc/hal/fdi/policy/
