Subject: sync copies of kernel UAPI headers with SLE12-SP3
Patch-mainline: Never, SLE12-SP3 specific
References: bsc#1081176

These changes got into iproute2 upstream in various commits and it doesn't
make much sense to list all these commits (most of them would be partial
backports anyway).
