- Increase the default timeout for pg_ctl from 60 to 600 seconds and make it

- Change the permissions and ownership of /var/run/postgresql to match those
  of /tmp (the traditional location of PostgreSQL's unix domain sockets and
  lock files), so that users other than "postgres" are able to start their own
  database instances.
