This update syncs the FIPS 140-2 certified openssl-1_1 sources from SUSE Linux Enterprise 15 SP2
to this package. [jsc#SLE-18105]

Note that while the sourcecode is now the same as the certified SUSE Linux
Enterprise 15 SP2 openssl-1_1, it is a different binary on a
different operating system, so it is not officially validated and certified.

Additional fixes:

- Add RFC3526 groups to 'openssl genpkey' so that it can output FIPS-appropriate parameters 
  consistently with our other codestreams (bsc#1180995)
