Subject: Always copy timezone data into kdumprd

Timezone data is not always copied automatically by dracut. In fact,
the code which does that is SUSE-specific, see bsc#830060, or SUSE
patch 0020-00warpclock-Set-correct-timezone.patch.

Even with the above patch, localtime is not copied on s390(x).
