- Ship python2-setools and python3-setools instead of 
  python-setools. Use setools 4.1.0 for that. Unfortunately setools 3
  isn't able to manage modern policies. But since setools 4 drops
  tcl/java bindings we can't move to version 4 directly. So for now
  we take the old binding from 3 and the python bindings from 4

  Added setools-snprintf-warnings.patch and byteswap_include.patch
  to get version 4 to build (bsc#1130097)

  * Fixed errors in libapol's AV and TE rule rendering functions
    where errno was not being set properly.
  * Fixed error in apol_syn_avrule_render() where braces were
    not being added around the target set when there is exactly one
    target type and the keyword 'self'.  Thanks to Ryan Kagin
    for reporting this error.
  * Added qpol_type_get_ispermissive(). SETools can now handle
    version 23 policy.
