Subject: [PATCH] Use 3-arg form of open in LoadFile

Fixes https://github.com/ingydotnet/yaml-libyaml-pm/issues/120

Otherwise `$filename = ">file.yaml"; LoadFile($filename)` will truncate a file.

One should check untrusted filenames in any case, though.
