Summary:     zpcictl: Add tool to manage PCI devices
Description: Use the zpcictl tool to manage PCI devices on the IBM Z
             platform.  Initial functions include generating firmware
             error logs, resetting PCI devices, and preparing a device
             for further repair actions.
