- Update lifecycle data for libpython3_11-1_0 and python311-base,
  as they follow the Python 3 Module lifecycle.
- Remove data for old python2 packages, as they're not shipped in
  SP6.

- Update lifecycle data, most of python2 is now in its own module
  (bsc#1173407).
- Add supplements to ensure package is installed with its
  corresponding module when lifecycle package is installed
  (bsc#1173407).
