- Package shared libs ref openSUSE SLPP policy, split libpackage
  into two different packages.
- Tweak spec file, replace gcc-c++ with generic c++_devel
  BuildRequires, upstream does not specify what compiler is needed.
  Further, use ldconfig_scriptlets for post(un) handling for TW and
  newer versions of openSUSE.
