  * use boost::signals2 instead of old boost::signals
  * integrate Debian patches

- Drop boost-signals.patch and gsettings-port.patch, included

- Add BuildRequires libicu-devel, fix for openSUSE Leap have 
  choice for pkgconfig(icu-uc) needed by harfbuzz-devel
