This configures the system to automatically load the ntsync module to help wine/proton


The ntsync-autoload-udev-rules restricts the permissions compared to the
upstream default of read+rewrite for everyone.

The new permissions are read+write for root:root and an ACL for the currently
locally logged in user. For the normal desktop use that should not have any implications.
If your use case needs the upstream defaults, you can remove the ntsync-autoload-udev-rules
package and block it from reinstall with `zypper al ntsync-autoload-udev-rules`
