based on control flow rather than just syntax. Existing checks will
gradually start using it, which may cause them to trigger differently
(but more accurately).
- Values in directives/shellcheckrc can now be quoted with '' or ""

Upstream added a new change log file in this release. With no
previous version to compare against, the automatic updater cannot
reliable determine the relevante entries for this release.
