upstream switched the build system from gypi to gn, and use
bundled clang to build. not needed any more

* 0008-BUILD_gn.patch, "test:gn_all" can not be found
- update gem2rpm.yml so auto update script works

- fix build. the specfile here can't be altered to some universal
format by coolo's automatic scripts.
- add README.Maintainers
- remove CHANGELOG.md from docfiles. here -doc-files option refers
to the files that are actuall installed by gem.ruby2x, it doesn't
mean gem2rpm will install the listed files from the gem file.
gem2rpm will just create symlinks based on the assumption that
the actual files have already been installed into buildroot.

- add patch: 0001-No-v8-download.patch
* upstream no longer ships v8 in .gem file, instead, it'll
fetch v8 source on line at build time.
* Build Service has a VM without network only, 'gyp sync'
is not possible at build. We prepared v8 source locally on
the packager's machine.
- add v8 patches:
* 0002-Disable-building-tests.patch, override upstream one
to keep cctest.gyp
* 0004-Disable-gold-flags.patch, do not build with gold flags
or 'ld' can't be found
* 0006-GCC-6-abuild.patch, fix gcc6 build
- add regenerate_files.rb
* as we use outside v8 source, we need more preparation work
before %%gem_build to create a new gem with v8 included.
this ruby script will add v8's files into existing filelist
of libv8 gem at prep stage after %%gem_unpack
- addd build_clean.rb
* clean stuff that don't need to be put into RPM
- add rpmlintrc->rubygem-libv8-rpmlintrc as Source99
- add _constraints to ask more resources from Build Service

- Updated the libv8-3.11.8.13_no_usr_bin_bash.patch,
on current versions the path of the file that got
to be patched changed.
- Renamed the patch to no_usr_bin_bash.patch as it
affects multiple versions and not only 3.11.8.13.
