- Add need_build condition for set data, music and maps
  subpackages to 'unresolvable' state. It usable when media
  content not changes but package need to be rebuild because
  upstream sources for binaries or build requires updated
- Rename multibuild flavors to data and maps, without ufoai- prefix

  the 'tool' subpackage. Rename it to a 'devel'
- Build pdf user manual to separated 'doc' subpackage

- Version 2.2.1 actually does no longer honor s_libdir at startup.
  Thus provide game.so as a link in the basedir. Ugly hack.
