File README_openSUSE of Package usbguard-notifier

To use this:

- enable usbguard
- add your local user to the list of users that are allowed to change usbguard rules - see /etc/usbguard/usbguard.conf
- enable the service for yourself:
  systemctl enable --user usbguard-notifier.service
- alternatively, enable the notifier for all users (as root): systemctl enable --user --global usbguard-notifier.service

You might want to consider adapting the rules about what happens to USB devices that are already connected when usbguard-daemon starts (think USB keyboards)
