- Drop surplus BuildRequires: python3-meson-python.
- BuildRequires: pam-devel instead of pkgconfig(pam) to allow
  builds for Leap 15.x.
- Use explicit versioned path for python exec.
- Ensure the correct python env is picked up for Leap 15.6 and
  older, by passing -Dpython.purelib explicitly.
- Use pam macros to set pam module dir correctly (esp. important
  for Leap 15.6 where %_pam_libdir != %_libdir).
- Move polkit policy file to howdy-gtk package.
