- Add package build logic based upon upstream wheel building workflow
  * added remove_get_latest_pypi_version.patch to remove usage of
    get_latest_pypi_version to dynamically retrieve previous release
    version from PyPI.  Instead uses sed to replace placeholder with
    package version.
- Add test setup logic based upon upstream wheel testing workflow
  * include required_for_whl_v1.3.0.zip source artifact that contains
    larger model files, unpacking it and moving the included models
    to the appropriate location.
  * added test_inputs_relocated.patch to patch tests to work after
    input file locations changed as part of workspace restructuring
    to support build.
