- Remove explicit "--locked" flag to cargo. cargo-packaging sets this
  automatically for us, and setting it manually has started to lead to errors
  with cargo-auditable.
- Remove unneeded "python_compileall" call.
- Fix some rpmlint warnings.

- Add preliminary python-pathrs subpackage.
- Backport some patches to fix building inside an specfile:
  + 0001-makefile-add-cargo_flags-to-let-distros-add-their-ow.patch
  + 0002-python-bindings-update-version-and-fix-name.patch
  + 0003-python-bindings-make-cffi-builds-more-friendly-for-d.patch
- Backport a change to fix building the python bindings on Leap.
  + 0004-python-bindings-fix-builds-for-pre-pyproject-setupto.patch
