- Update to version 16.10.4:
  * Corrected build errors in Python 3.13.3 and 3.13.4.

The new version includes also the changes from the un-released 16.10.3
version:

* Blocked optimization of images with pre-blended soft masks.
* Fixed warning from hypothesis on running tests.

16.10.3 was not realease because of the build errors on
Python 3.13.3 and 3.13.4.
