- Switch to GCC 14 and 15 on resp. Leap 15.6 and 16.0.
  Some packages started using features not available in GCC 13

- Allow adding custom build target to %kf6_build and %kf6_install
- Rename %kf6_plugindir to %kf6_pluginsdir (%kf6_plugindir will
  still exist for backward compatibility)
