- Reorganize proxy apache configuration
  * remove unused access to pub dir
  * move cobbler configs from the uyuni-config to the proxy package
  * add max workers limit to 150 (bsc#1244552)
  * use proxypass instead of wsgi to pass API calls to the server
  and anonymous dirs (bsc#1241880)
