Subject: tests: skip tests of file names that platform does not support.

* THANKS (Michael Raskin): Add.
* tests/output.at (AT_CHECK_OUTPUT_FILE_NAME): Fix.  Cygwin used
to fail at least for file names containing ":" or "\".
